THE International Court of Justice (ICJ) in The Hague will soon hear depositions from Kenya and Somalia in support of competing claims to a huge wedge of offshore expanse in the Indian Ocean, which both states seek to licence to upstream oil companies. The Federal Government of Somalia brought its case for a diagonally drawn maritime boundary to the ICJ four years ago and hearings are finally scheduled to commence on 19 September, but Kenya would prefer the matter be settled bilaterally.
