Critics hit out at new report into tax refund

A study by academics from the NHH Norwegian School of Economics determining that a tax-refund scheme paid to offshore explorers in Norway has not worked as intended has come under criticism by another professor at the same school. The study has reached questionable conclusions about the scheme's benefits, said professor and tax expert Thore Johnsen. He criticised the researchers' claim that attracting new explorers to the Norwegian continental shelf has not added significant value for Norway. "The claim is puzzling given the dramatic effect the tax-refund scheme had on the number of players entering the shelf and their exploration activity, which was the purpose with the introduction of the arrangement," he told Upstream.
