FOUR companies are said to have submitted bids for exploration and development rights covering the Dolphin offshore block in the Black Sea off Ukraine despite the continuing political wrangle between recently elected President Vladimir Zelensky and the nation's parliament, the Rada, writes Vladimir Afanasiev. According to the authorities, applications to enter into talks with the government on a production sharing agreement for the block were filed by Caspian Drilling International, which is a 92%-owned by Azeri state oil company Socar, US-registered Frontera Resources and locally owned players Trident Black Sea and Ukrneftebu-reniye.
