India may have placed an order for the Harpy in early 1995 but mentioned no quantities. This order was followed by one from South Korea in 1997 and another from Turkey in 1999. Total Produced. Information on the number of Harpy air vehicles manufactured is primarily classified. Production of the system reportedly started in late 1986, although full-scale fabrication may not have begun until 1987 or 1988. Estimates have placed the number of Harpy air vehicles completed through the end of 2018 at 1,381 Harpy (including RDT&E air vehicles) and 769 Harpy Ⅱ units. Israel was once said to be manufacturing the Harpy at a rate of 93 air vehicles per year. In 2016, IAI said it had built over 1,500 loitering munitions of all types for customers worldwide.
