It is discussed that the uniform toll system is replaced by distance based toll system in terms of urban expressway pricing. In particular, a variety of tolls can be available by installation of ETC systems. The pricing policy of urban expressway can be regarded as a traffic management to adjust the traffic flow for the overall urban network. The traffic control and pricing policy would be combined to produce an advanced traffic management approach. In the study, the user equilibrium (UE) traffic assignment is formulated to describe the diversion traffic corresponding to the distance based toll system introduction. Furthermore, the second best pricing system is discussed based on the variable demand problem. As applying the proposed UE method, the benefit of travel time reduction can be evaluated for the different types of distance based toll systems. Finally, the advantages of zonal distance based toll would be summarized with estimation results for Hanshin expressway.%都市高速道路の対距離料金制に関して、交通均衡配分(利用者均衡配分)を用いて、各種の料金設定方法と走行時間短縮便益の検討結果が報告されている。これらの研究では、均一料金制に対して、時間短縮便益の増加を与える対距離料金制設定が可能であることが示されている。本研究では、対距離料金制の導入時の特徴的な交通流動変化である乗り継ぎ交通を定量化する。この方法から実用的料金設定として、ゾーン別対距離料金の適用可能性を示す。
