In late May the NZ Government announced an investigation into whether a PPP could be used to fund the purchase of the rolling stock required for the electrification of the Auckland network.The Sydney PPP trains were quoted as a model for Auckland. It was stated that there were a number of options for funding the purchase of electric trains, including: the Government increasing investment in KiwiRail,enabling it to purchase the trains; KiwiRail borrowing the money and the Government providing an additional direct passenger subsidy until patronage increases; and some form of PPP.
