The opening of a new passenger railway in Queensland, indeed Australia, whilst not unknown is sufficiently rare to warrant consideration as to why that is so. In Queensland, numerous coal railway lines, some little more than balloon loops, have been opened since the 1960s in response to the need of miners to move that product to a port.
