Should Licensing Process be Modified for SMRs? European Perspective

摘要

The analysis of regulatory frameworks and the comparison of the findings against the specific features of SMRs have been performed and discussed. This research indicates benefits of certain type of licensing steps for SMR licensing. The specific features of SMRs require, up to a point, a new approach in licensing. Therefore some modifications of the licensing process may be addressed, if licensing SMRs in the future. A political decision in the early phase of the licensing and an independent certification of a module are the main features to be included in the licensing process.
