ENABLING INTERNATIONAL FUEL LEASING BY THE UNITED STATES WITH VOLUNTEER INDUSTRIAL-DEVELOPMENT REPOSITORY SITING

The viability of international fuel leasing is dependent upon access to repositories. The historical U.S. repository and fuel leasing strategy has been based on forced siting of repositories and an implicit top-down strategy to encourage fuel leasing. These strategies have failed.The alternative strategy is to recognize the powerful economic drivers for hosting a repository and fuel leasing. We propose this alternative strategy to enable international fuel leasing. It makes the state government a senior partner in development of the repository.
