Why is Nuclear Safety Culture Needed During Decommissioning?

The facility is shutdown, there are no longer operational risks, no money is being generated, there is less regulatory oversight and public interest. All that is left is cleanup and demolition. The workers are mainly from the local union hall and experienced in performing abatement and demolition. Why then is there a need to continue safety culture efforts and expenses? Why is there a need to add a nuclear layer to their already complicated jobs?The answer is because Nuclear Decommissioning involves unique safety, regulatory, financial, and reputation risks, which are discussed in this paper.
