Hunter Harrison's ideas are descending on Union Pacific - the railroad that has been mired in an operational slump for more than a year. In October, UP executives began rolling out an operating plan based on the Precision Scheduled Railroading philosophy of Harrison, CSX Transportation's late CEO. "By a number of measures, it's evident that we have not made the kind of progress I expect in improving our service and productivity performance in recent months.
