摘要

As a college student, I worked for J. Douglas Carroll, Jr., at the Tri-State Transportation Commission, which then covered the New York metropolitan megaregion comprising one-tenth of the nation's population, including 26 counties in New York, New Jersey, and Connecticut. With the implementation of the Federal-Aid Highway Act of 1962, the area became a test for the validity of the concept of metropolitan planning.
