Demand for road traffic continues to grow as the number of motor vehicles keeps increasing. In Hong Kong, feasibility of implementing Electronic Road Pricing (ERP) system has been studied. The ERP system collects tolls from all the vehicles entering the busy urban center based on the level of congestion to encourage the driver to shift time of entry and promote modal shift to public transportation so that traffic congestion is relieved. Toyota Motor Corporation has developed an ERP system capable of collecting tolls from vehicles traveling freely on multiple-lane roads. High performance of the developed system was verified through a field evaluation test on public roads in Hong Kong in 1998. It has also been proved that Toyotals latest ITS technologies, such as wireless transmission using Dedicated Short Range Communications (DSRC), 3-demensional infrared sensing, and image processing of violating vehicles are viable for a variety of urban traffic management systems.
