For planners, community consultation is not new; it has been a statutory requirement for many years. But the demands on local authorities to involve their stakeholders in virtually all other aspects of local decision-making have extended rapidly in the last five years, and this new level of activity is starting to bring new problems. While there has been an explosion in the quantity of involvement, quality remains patchy, and co-ordination is scant.
