摘要

For too long now, planners have rested on their supposed laurels as the profession that first engaged with forms of 'participation'. Whether this was ever really true (even in the distant past of the 1960s) is debatable. What is not even remotely debatable today is that those laurels have withered and decayed. Far from leading, planning - a territory one might look to as a natural home of process management - is in great danger of finding itself left behind.
