Flooding and planning-conflict and confusion

Many parts of Britain have seen extraordinary flooding in the last six months, focusing particularly on south east England, the Severn catchment, and the rivers feeding York. These floods probably represent the most serious event since 1947, but were preceded by intense flooding in 1998 in the English Midlands. Estimates vary, but approaching 10,000 properties were flooded in the winter of 2000, following floods in 1998 which caused five deaths and upwards of £400 million damage and required 1,500 households to be evacuated from their homes.
