EMPLOYMENT POLICY - THE NEED FOR A GROWTH-ORIENTED APPROACH

The government is proposing to relax controls over the protection of employment land in development plans. At the risk of over-simplification, where there is not an up-to-date development plan then local authorities will have to demonstrate through research demand for continued employment use designation. From the developers' perspective, local authorities use zoning for employment in a blanket way, with almost any potential 'brownfield' development opportunity protected for employment use. The Government has long suspected that many authorities are holding on to too much land for employment, especially in the north of England.
