National policy statements - what sort of strange planning animal?

In England, and to a decreasing extent in Wales, the national policy statements (NPSs) created under the 2008 Planning Act have had a considerable impact on the consenting of infrastructure. It will be the tenth birthday of the Act next year, and now may be a good time to survey what sort of a planning instrument the NPSs have been evolving into. This article sits alongside the consideration of the 2008 Act regime as a whole set out in an article in the preceding issue of Town & Country Planning.'
