The likelihood of some more grown-up, large-scale government-sponsored New Town Development Corporations (NTDCs) is becoming more real. The government's formal response (in October 2018)1 to the National Infrastructure Commission (NIC) report Partnering for Prosperity: A New Deal for the Cambridge-Milton Keynes-Oxford Arc~2 is explicit in confirming the need for new settlements as well as other forms of large-scale urbanisation toaccommodate 1 million more homes by 2050. The NIC proposed two new cities of 500,000 and expansion in the Arc's nexus around Milton Keynes of around 80,000 more homes.~3 A heavily edited extract from the response is given in Box 1.
