I delivered the keynote presentation below to a RUSI conference on technology for security and resilience. That was ten days before the terrorist attack on the London Underground. I have not revised the text in the light of that experience; I believe all the arguments about resilience stand, but with added force. Our conference explored the contribution that science and technology can make to increasing our national security and resilience. The case for harnessing that contribution is stronger than ever. My task in the keynote address was to set out the part that Government should play, and is playing fully, in that effort, and in orchestrating national resilience.
