Five years ago, the pirates of Somalia burst onto the international security agenda with a spate of high-profile hijackings. Operating in one of the world's key strategic waterways, they moved swiftly from attacking aid vessels to merchant and even leisure shipping, their pockets lined by ever-fatter ransom payments. Since then, the international community has attempted to combat the scourge, but with mixed success.
