Europe faces a new and daunting security environment, with significant implications for US national security. Russia is blatantly attempting to change the rules and principles that serve as the foundation of European law and order. The challenge posed by a resurgent Russia is enduring, not temporary, and has consequences far beyond its regional reach. We cannot be certain of what Russia will do next and we cannot fully grasp President Vladimir Putin's intent. What we can do is learn from his actions - and what we see suggests growing Russian capabilities, significant military modernisation and ambitious strategic intent.
