Even the British Government decided to have a go at building steam locomotives

In late 1919, Prime Minister David Lloyd George announced that Woolwich Arsenal was to undertake locomotive and wagon construction and repairs in order to alleviate local unemployment in the aftermath of the First World War. It was also an echo of abortive Government proposals in 1917-18 to establish a range of national standard locomotives for future construction.
