The Strategic Guidance Framework: A Global Strategic Impact for Law Enforcement

In a world touched by violence, crime, and conflict, the role of civilian police as a function of the international community's peacekeeping strategies has evolved. Once deployed as mainly observers and monitors, United Nations (UN) Police are now an essential element of virtually every UN mission. Indeed, insofar as the civilian police represent legitimate authority, the front line of security, and the primary level of constitutionally supported systems of justice, the role and mandate of international police missions has evolved. Today civilian police missions are often complex and dangerous and sometimes include executive authority in support of local governments to establish and sustain security; to provide mentoring, advising, and training; and to build capacity toward sustainable local development.
