In a statement issued when the report was released, the Australian defence department noted that sustainment of the Collins class submarine fleet was "an essential part of Australia's national security," and went on to describe it as a "complex task that has proven very challenging since the first Collins class submarine, HMAS Collins, was commissioned in July 1996." The sixth and last of the Collins Class, HMAS Rankin, was commissioned in March 2003.
