Council housing's 'third way'

Of the local authorities who manage housing, some do it very well, while others - perhaps the less said about them, the better. They will all plead poverty and it is true that few can invest sufficient funds in their homes to keep them to a standard acceptable in the 21st century and still keep rent levels affordable. Since 1988 the slowly accelerating exodus of public housing to newly established RSLs, or Registered Social Landlords, (housing associations to those of us who still think in pre-1996 Act terminology), leads one to believe that this is the only solution to increasing disrepair and failing estates.
