摘要

The government has dealt with situations of controlling extensive portfolios of under performing properties. The result of dealing with those is mainly determined by the goals set by an organization's leaders. Where they see the goal as maximizing value, the government has enjoyed some extraordinary success. The goal tends to define relationships with the private sector, and how those relationships are established and maintained is key to achieving the goal.
