Because facilities can consume 20 to 30 percent of annual capital outlay, on average, and are typically the largest capital asset of any military organization, and because all signs point to continuing constraints on funding, CPMS is becoming a critical component of managing buildings. CPMS allows facilities professionals and finance officials to address many cost areas not traditional to historical facility management. The system provides long-range, multi-year "what-if' scenario analyses and project planning tools by which to prioritize and optimize corrective actions. The system also links organizational program needs and functional requirements to facilities. With such detail, CPMS offers funding strategies, valid justifications and irrefutable budget data for capital expenditures. With a comprehensive outline for facilities capital planning in hand, military officials are thus better equipped to address deferred maintenance, fund renewal and replacement initiatives when they seek those who control funding sources. Government facility engineers and managers are beginning to implement business "best practices" into facility management processes. This is not a simple task. Yet because easy-to-use Web solutions are a core component of a CPMS system, the integration of process, technology and benchmarking can increase efficiency and optimum results. As business policy consultant Peter Drucker said, "Long range planning does not deal with future decisions, but with the future of present decisions."
