Looking back, this was a perfect match for our Officer in Charge of Construction (OICC) team: Naval Reservists plucked from all walks of life somewhat unexpectedly, among the first Seabees recalled for the reconstruction effort. We excelled at building relationships. We respected Iraqi culture first and foremost, and their skill in public works and engineering. The Iraqis had the knowledge and skill. They just needed the resources. Led by U.S. Marines Corps Civil Affairs and talented interpreters, we partnered with Al Anbar Provincial Ministers and Al Anbar University engineers in an effort to rebuild Iraq.
