This article was written after a commonly-read aviation magazine claimed that these approaches were not flown due to pilots' lack of will to do so. In fact, it would appear that they are not flown due to the lack of guidance material on how to do them. Some SOPs seem to be firmly rooted in the past and actively prevent them being flown for no clear reason, given the more capable aircraft autoflight systems of today.
