The answer to this puzzle is, in fact, all of them. In a country in the midst of its worst electricity crisis for 50 years, the army was recently called in to distribute energy-saving light bulbs to the populace in order to reducernenergy use. Venezuelans are, apparently, the highest energy consumers per capita in Latin America by a significant margin - 1,000kWh per year per person more than the second highest consuming country, Chile, according to the recently nationalised state-run electricity company, Corpoelec.
