Taking place, as it was, almost on the eve of the Chancellor's slash-and burn budget, this year's annual public lighting policy fest was a slightly less upbeat affair. Unusually too there was no keynote speaker from Government to kick things off with a few well-chosen, encouraging words. Clearly the newly elected inhabitants of Whitehall had better things to do than mix with the mere minions of public lighting - and in any case, they certainly wouldn't have been singing Things Can Only Get Better'.
