Lighting Legislation: a Failure to Deliver Sustainability

Lighting designer, Kevan Shaw, aims a critical broadside at the inadequacies of current lighting-related legislation, which falls short of its supposed 'green' goals. By permission, this is an edited version of a paper first given at the PLDC Convention in Madrid on October 20,2011 In the recent past we have seen a large amount of legislation apparently aimed at reducing the environmental impact of lighting. This paper will look at the general failure of this legislation to deliver lighting sustainability. But what do we mean by lighting sustainability?
