The highly influential Guidance Notes for the Reduction of Obtrusive Light, first published by the ILE/ILP in 1994 and last revised in 2011, is now heading towards its 20th birthday.But recently a number of reservations about the document have been aired - not least by myself (Lighting Journal January 2013). It was therefore an appropriate subject for the second Professional Industry Partnership (PIP) forum, which gathered together a dozen of the ILP's light nuisance specialists to debate the document and ways it might be improved.
