Conference deliberations scrutinized a number of governance challenges that must be met to maximize the likelihood that any future policies will be thoughtfully designed and effectively implemented. The following steps would not be as dramatic as sweeping emissions reduction legislation or bold reduction pledges set dirough the first half of the 21st century. But they would follow basic tenets of effective governance, all likely to be significant in as complex an area as climate change.
