Obama administration officials, from Vice President Joe Biden through individual agencies, are assiduously promoting the president's policies to prevent worsening climate change. But, with Republican lawmakers laboring to block the Environmental Protection Agency's carbon rules for power plants and many other measures, Obama will have to fight nonstop to shore up his environmental legacy. At a White House Clean Energy Investment Summit, Biden said that getting "a handle on climate change" was "the single most important thing" that he and the president could accomplish during their eight years in office. Obama conveyed that same message in his 2015 State of the Union address.
