Harmonizing State Environmental Policies and Wholesale Markets

EPA's Clean Power Plan has been put on hold, with its fixture uncertain. Despite this ambiguity at the federal level, many states remain intent on achieving carbon reduction and other environmental goals — including ensuring that emissions-free, reliable nuclear power plants remain part of the electric generation mix. They also hope to spur innovation in renewables, micro-grids, behind-the-meter generation, energy storage, increased energy efficiency, demand response, and other technologies.
