In early December 1969, Secretary of the Interior Walter Hickel told reporters after a conference with the governors whose states border Lake Michigan that President Nixon supported aggressive water pollution cleanup efforts, to the tune of $15 billion over 10 years. This was a record promise in terms of funding as well as the very idea of tackling pollution control at a national level - such a number had never been proposed before. "But the appropriations approach alone is not the right one," Hickel cautioned. "Instead of trying to clean up a piece of a river at a time, we need a national commitment to solve the whole problem."
