Each aspect of the Environmental Impact Assessment process could be detailed in several papers or discussion documents and this article only discusses certain aspects including procedure from a consultant's perspective. The process for assessment for waste projects is dissimilar to other projects. The legislation in Ireland is very prescriptive, but the methods for dealing with the process vary significantly from one project and consultant to the next in terms of how scoping, impacts, presentation of data and the final statement are handled. The conclusions are that most waste facilities will require an environmental impact assessment and that the scope of the assessment must be agreed with the competent authorities. Not all EISs need address each environmental topic heading - the scoping stage should identify the significant aspects. Lack of consultation can lead to many EISs providing too much data on insignificant aspects and inadequate information on others.
