James Dooge was born in Birkenhead England in 1922, the son of an Irish marine engineer in the British merchant navy. He was educated in the Christian Brothers School in Eblana Avenue, Dun Laoghaire and UCD where he graduated in civil engineering and science in 1942.rnHis first employment was as Clerk of Works on the waste water treat ment plant for Peamount Sanatorium where he succeeded another young engineer, and future politician, Kevin Boland, later to be Minister for the Environment. He then moved to the Office of Public Works, where he worked on all aspects of planning and design for arterial drainage under the late JJ Kelly. He continued his involve ment with hydrology when he joined the ESB in 1946 where for the next 10 years he worked on studies and project planning for the hydroelectric developments then proceeding.
