The 2009 recession caused the first significant drop in global energy use since 1981-with electricity consumption falling for the first time since World War II-and energy companies responded by sharply cutting back investment in new supplies, setting the stage for potentially crippling oil and power price spikes when the economy rebounds, according to the annual World Energy Outlook report released Tuesday by the International Energy Agency.
