Biomass power industry officials Monday blasted proposed regulations issued late Friday by a Massachusetts agency that would establish tough new efficiency standards for biomass-fueled generation facilities, saying the rules will put them out of business by denying them access to renewable energy credits they need to secure financing.rnThe proposed rules, issued by the Massachusetts Department of Energy Resources (DOER), require biomass power facilities to achieve a 60 percent efficiency standard to earn a full renewable energy credit (REC) per megawatt-hour (mWh) under the state's renewable portfolio standard (RPS). Facilities that attain efficiency levels of 40 percent would earn one-half an REC per mWh.
