Utility officials are increasingly concerned that a pending major Environmental Protection Agency regulation to reduce greenhouse gas emission limits from power plants and other large stationary sources may declare that the most cost-effective means for cutting emissions at new and modified coal-fired power plants will be switching from coal to natural gas-a requirement that would have major impacts on coal-producing states and coal-dependent utilities across the country.
