Supreme Court registrar assesses costs in light of access to justice laws

The Aarhus Convention has been the subject of two judicial airings recently. One concerned a detailed assessment of costs made by senior court officials rather than judges as such. But the fully reported decision was made by the registrar of the Supreme Court - the highest in the land - giving the judgment considerable weight. It is one likely to be followed in assessment decisions in lower courts.
