Just four households had signed up to Green Deal plans by mid-June, according to the first statistics on the scheme released on 27 June. Even taking into account a further 241 that have confirmed they intend to proceed, that suggests a Green Deal assessment conversion rate as low as 0.6%. High interest rates and uncertainties over debt liability were frequently cited as reasons for this (ENDS Reports 460, p28 and 461, p26). But the most immediate brake on progress has been that most Green Deal providers outside British Gas have yet to finalise their offerings. Despite low figures, a breakdown of Green Deal plans by measures adopted, region and type of home would have given a useful glimpse of what could be expected as the scheme grows. But DECC told ENDS this will not be available for some time.
