Fly-tipping rise starting to reverse six years of gains

Fly-tipping in England has increased for the second year in a row after falling for most of the previous decade. English councils reported 900,000 incidents in 2014/15, up from 5.6% in 2013/14, and they had risen 20% the year before. Fly-tipping is now at its highest level since 2010. DEFRA attributes the rise to better data gathering due to new technologies, such as online reporting and electronic applications, improved staff training and a more proactive approach to removal. But some believe the fluctuations have more to do with reporting changes. This in particular can explain the large drop between 2007 and 2008.
