UK power plant pollution plan a 'foregone conclusion'

Last-minute decisions on a UK plan to delay compliance with air pollution limits from large power plants made it a "foregone conclusion", according to environmental NGOs. The transitional national plan (TNP), which gives operators extra time to meet tougher pollutant limits in the Industrial Emissions Directive (IED), was rushed into domestic law in early December. This was before the EU had given it formal approval and just weeks before the IED was due to come into effect. The plan was repeatedly delayed following protracted government lobbying and a panoply of errors.
