The forces at play in China's political system, and therefore its economic sys-tern, are like ferrets in a sack. Inside the sack, for the most part, a state of low-level warfare exists whose course is clear to no one observing from without. Yet every now and then the whole sack lurches violently. It is at times like these that observers adjust their speculation about the ferrets' infighting.
