Back Issues Sixties radicals proposed an anarchical challenge to the Town and Country Planning Act, recalls Steve Parnell

The nationalisation of land development rights formalised by the 1947 Town and Country Planning Act is among the few nationalisations of Clement Attlee's post-war Labour government still intact. An article headed 'Non-Plan: An Experiment In Freedom' in New Society of 20 March 1969 questioned this Act's authority. Co-authored by Reyner Banham, Paul Barker, Peter Hall and Cedric Price, its premise was simple: it is very difficult to decide what is best for others. It sought to apply bottom-up thinking to top-down planning policies and proposed 'a precise and carefully observed experiment in non-planning'.
