Astragal understands that the government is determined to press on with its plan to allow offices to be converted into homes — without any exception, in any area. But that's not what sources close to the City of London's planning team have heard. Insiders say the City is 'confident' it will be exempt from the classes order shake-up and developers will be barred from converting any commercial building within the Square Mile into flats.
